Henry County and the Henry County Public Service Authority are proud to offer a variety of benefits which, combined with an employee's direct salary, establishes a total compensation package that helps to attract, reward and retain employees who are fully able to deliver services at acceptable levels. Health insurance coverage is provided for regular and introductory full-time employees through Anthem Health Insurance. The County/PSA pays 100% of the employee's health insurance. The employee health insurance premiums for dependent coverage can be deducted with pre-taxed dollars under IRS Section 125.
Dental insurance coverage is provided through Delta Dental. The cost of dental insurance is the full responsibility of the employee and the premiums can be deducted with pre-taxed dollars under IRS Section 125.
Vision insurance coverage is provided through Superior Vision. The cost of vision insurance is the full responsibility of the employee and the premiums can be deducted with pre-taxed dollars under IRS Section 125.

Basic Group Life Insurance
All regular and introductory employees are eligible for the County/PSA's basic group life insurance plan. The life insurance plan is administered by the Virginia Retirement System (VRS). Coverage for death due to natural causes is two times the annual base salary, rounded up to the nearest thousand dollars. The accidental death benefit is four times the annual salary. The County/PSA, as a benefit to its employees, currently pays the entire cost for the basic group life insurance plan. Details on this coverage are available from the Director of Human Resources or Finance Department.
Optional Group Life Insurance
All full-time employees are eligible to purchase optional group term life insurance for themselves, their spouse, and their children. The employee is responsible for 100% of the cost of the optional life insurance. Employees may purchase coverage in multiples (1x, 2x, 3x, etc.) of their annual salary. The amount of coverage available to spouses and children depends on the amount of coverage selected by the employee.
Carilion Employee Assistance Program (EAP) is a voluntary, confidential service providing professional counseling and referral services designed to help you with your personal, job or family problems. Its purpose is to help employees, and their families identify, resolve, and gain control over personal problems that may be interfering with work and daily life. If you need help or have questions, you can contact Carilion EAP at 1-800-992-1931 (choose Option 2). They will help you make an appointment or get connected to a counselor in your area. The Family and Medical Leave Act (FMLA) is a federal law that provides eligible employees with job-protected leave for qualifying family and medical reasons. The U.S. Department of Labor's Wage and Hour Division (WHD) enforces the FMLA for most employees.
Eligible employees can take up to 12 workweeks of FMLA leave in a 12-month period for:
- the birth, adoption or foster placement of a child with you,
- your serious mental or physical health condition that makes you unable to work,
- to care for your spouse, child or parent with a serious mental or physical health condition, and
- certain qualifying reasons related to the foreign deployment of your spouse, child or parent who is a military servcemember.

VRS takes many measures every day to keep your information secure, and you can help by registering for myVRS, completing the identity-verification steps and then establishing a password-protected account. It’s a security best practice that will help prevent someone else from fraudulently claiming your account. Thank you for your assistance.
Retirement Plans
Plan 1 - Employees hired before July 1, 2010, and vested before January 1, 2013, and have not taken a refund.
Plan 2 - Employees hired from July 1, 2010, to December 31, 2013, and have not taken a refund. Additionally, employees are covered under Plan 2 if they were hired prior to July 1, 2010, but were not vested before January 1, 2013. Employees with enhanced hazardous duty benefits who were hired on or after July 1, 2010, are in Plan 2, even if their hire date is after December 31, 2013.
Hybrid Plan - Employees hired on or after January 1, 2014.
Full-time employees are also eligible to enroll in a variety of voluntary Colonial benefits by contacting the Pierce Group North Carolina Service Center at 1-888-662-7500. Employees must enroll in these voluntary benefits within 30 days of hire. Otherwise, these benefits are only available during the Open Enrollment period.

All employees are covered under the provisions of the Worker's Compensation Act, including part-time and temporary employees. An employee incapacitated by injury or illness as defined by the Worker's Compensation Act is entitled to the benefits provided by that Act. Worker's Compensation Leave with pay shall be provided in such instances as set forth within the Employee Handbook. Leave under Worker's Compensation will run concurrently with FMLA leave. VAcorp Hybrid Disability Plan offered by Anthem Life provides some income protection if you can't work because of physical disease, mental disorder, injury or pregnancy. Benefits of this Anthem Life plan include:
- Short-term and long-term disability coverage for total and partial disabilities
- Transitional rehabilitation plans to help you return to work if you are able
- Free advocacy services to assist you in applying for Social Security Disability Insurance (SSDI) benefits
- Additional benefits for severely disabled individuals
Eligibility: If you were hired and a member of the Hybrid Retirement Plan on or after January 1, 2014, and met the disability plan member definition and active work requirement, you are covered under VAcorp Hybrid Disability Plan. This excludes temporary or seasonal employees.
- Short-term Disability Eligibility: For a disability that is work related, you are eligible for coverage on your first day as a member. For a nonoccupational disability, you are eligible for coverage the first day after one year of continuous employment with your current employer.
- Long-term Disability Eligibility: For any disability, you are eligible for coverage the first day after one year of continuous employment with your current employer.
Definition: A disability is a condition that prevents you from performing the material duties of your job for a short or extended period of time. The disability may be non-work related or work related. A work-related disability is the result of an illness or injury that occurs on the job and for which workers' compensation is payable. The plan covers partial and total disabilities. If you have a partial disability, you have the capacity to perform some work, such as working part-time in your current job or in a different position. If you have a total disability, you are unable to work at all.
Short-Term Disability Coverage: A short-term disability is a physical disease, injury, pregnancy or mental disorder that prevents you from performing the material duties of your occupation with reasonable continuity. If you meet all other eligibility requirements, the disability may be nonoccupational or work related. A work-related disability is the result of an occupational illness or injury that occurs on the job.
- Maximum Benefit Period: The maximum short-term disability period is 125 workdays. The 125-workday period is based on a Monday-through-Friday workweek and includes paid holidays. If you are still disabled after 125 workdays, you may be approved for long-term disability, as determined by Anthem Life.
- Benefit Waiting Period: If your claim for short-term disability is approved, the benefit waiting period is seven days; the benefit will begin on the eighth calendar day of your disability.
