The purpose of this program is to abate or control actual or potential cross-connections and protect the public health. This program provides for establishment and enforcement of a program of cross-connection control and backflow prevention in accordance with the Commonwealth of Virginia, State Board of Health, Waterworks Regulations as per 12VAC5-590. The following are the program objectives:
- Preventing intrusion of contamination into the distribution from premise plumbing from cross-connections and backflow by installing an appropriate backflow prevention device or by backflow prevention by separation at the service connection. Containment has the highest priority.
- Preventing backflow of pollution or contamination into the premise plumbing by informing the consumer of the consumer’s responsibility for water quality and providing assistance were requested in determining the degree of hazard. Informing owners of the need for isolation beyond the service connection will be a continuing effort.
- Preventing backflow of pollution or contamination into the waterworks and into the premise plumbing, where it is not intricate or complex, by application of point-of-use isolation in lieu of containment. The alternative of isolation in lieu of containment will be evaluated at each premise where containment is required.
